Such study supposes the regional analysis of all factors and phenomena, affecting regional development: historical, natural-resource, ethnic, religious, ecological, political, and also onnections. We will appeal to the scientific methods, to using administrative and legal sciences, economic history, economic and social geography, demography, sociology, statistics, ethnography, ecology et cetera.
Examining methodological aspects, it is important to be determined with a concept tool, and above all things with a concept "region". The point is that both in our and there is not clear determination of this concept in foreign scientific literature, that is one of reasons of variety of directions and methodological conceptions in modern regional researches in Russia and abroad.
In economic literature two concept of region appear more frequent than all, thus enough often between concepts "region" and a "district" is put equal sign. So, the row of authors under a region imply certain part of pertaining to national economy complex of country, different geographical terms and natural-resource specialization. These districts are relatively reserved both and in economic relations. Other under a region understand unit of administrative division of country: edge, area, city.
Foreign interpret a concept "region" one's own way. Acknowledging an existent mess in determination of concepts "region" and "district", American professors of P. Dzheyms and Dzh. Martin in the capital research the "Whole possible worlds" write: "Usually under a word "region" the integral area of territory, different some homogeneity in the basis, but not possessing clear scopes, is understood. Moreover, this word often use for denotation of very large territories, formative main subdivisions of continents. But in the professional language of geographers, in-use here, a word "region", or "district", apply in relation to territories of the most different area, which are characterized certain homogeneity, being specific and serving as foundation in an order to select". In works of the American scientists, however, as well as domestic researches, there are different determinations of concept "district". So, professor of the Harvard university Grae wrote: "We can define the state. It has organization, scopes and name. It has writtenin history. But what district? Certainly, it is not political and not administrative unit. We can say only, that it is territory, different characteristic enough signs in an order to dissociate it from neighbours".
Another scientist from Chicago — R. Platt said that a concept "district" is "territory, selected on the basis of general homogeneity of character of earth and general homogeneity of its use".
On the basis of the got judgements, and also coming from own looks Committee on districting gave such interpretation: "Under a district in general it is necessary to understand territory, characterized homogeneity in one or a few relations (aspects)".
Large Russian researchers of districts of the USA, such as л. Sieman, M of Polovitskaya, л. Smirnyagin, underlined not once, that during the selection of districts the USA Americans paid regard to, features of settling in different periods of history of America variety terms, on tradition, and also on economic and social distinctions. Regional consciousness of Americans — it not only equation of citizens with certain territory, district, state, but also contrasting itself to the habitants of other regions, at which other habits and traditions, other interests.
