Except for the ideas of Mikhail Pokrovskogo researches of prominent Russian economist Kondrat'eva, developing the theory about the recurrence of development of world economy are examined in a book. «Kondrat'evskie of wave» were very hostilely met soviet marxists, that did not prevent western scientists, including Immanuilu Vallerstaynu and Ernestu Mandelyu to apply and develop conceptions of Kondrat'eva.

By a red filament, through all « A peripheral empire» is passed by a «seditious» thesis about permanent, began which lost at back of ages, dependence of Russian administration from a foreign capital. " Peripheral Empire" - unique while example of application to Russian material of method of " analysis", founded Immanuilom Vallerstaynom, Samirom by Amine and Andre Gunder Frankom, expounds history of Russia from especially marxist positions. And it appears at such look, that all history of our country is taken to the searches of the most comfortable ways of motion of commodities and capital. Begins from assertion, that the almost instantaneous origin of single Kievan Rus in X ages from separate tribes was caused a necessity to provide safety on a trade-route "from varangian in Greeks". When in XIII ages of Vizantiya is an eventual point of this way - began to fall into a decay, and motion of commodities moved to Baltic, the Kievan Rus weakened sharply. And was broke. Just like this, but not vice versa.

For an author these polemic assertions are a not end in itself, but links in the chain of proofs of thesis, taken away in heading: Russia not chronically falls behind from the West, but simply since olden times "built-in" in his periphery. Thus, alas, as a source of raw material. At first this was and beeswax for candles, then grain (therefore in XVII ages, when it became a commodity, Muscovy again added Ukraine with its black earth), then is the forest and hemp for sailing-vessels, now is gas and oil.
